Dr Rima Makarem, Chair
Dr Rima Makarem initially trained as a scientist before going on to hold senior roles within the global pharmaceutical sector. She has built up a broad non-executive track record over recent years, including significant work locally, regionally and nationally in the health and care sector. She is currently the Senior Independent Director & Audit Chair of NICE and a Lay Council member for the General Pharmaceutical Council. She has recently been appointed the Chair of Queen Square Enterprises Ltd. Rima is also the Audit Chair and an External Commissioner at the House of Commons Commission in 2018, working closely with the Speaker and the Leader of the House.
Felicity Cox, Executive Lead
Felicity was appointed as the ICS Lead in the Autumn and joined 1st December. Felicity is a qualified pharmacist and maintains her clinical roots through her continuing professional development. Prior to joining the ICS Felicity was the Director of Quality, Transformation and Delivery in the National Specialised Commissioning Team of NHS England & Improvement.
Prior to joining NHS England Felicity held chief executive roles in two primary care trust (PCT) clusters, NHS Kent and Medway and NHS Bedfordshire and Luton. Felicity has also previously worked as a chief executive in PCTs in Nottinghamshire and Hertfordshire. Felicity started her NHS career in Bedfordshire.
Felicity has also recently been appointed as the Accountable Officer for BMK Clinical Commissioning Group.
Daphne Thomas, Interim Director of Resources for BMK ICS
Daphne Thomas, ACA, holds a first class degree in physiotherapy and after graduation she worked at the Bristol Royal Infirmary. An early career change saw her qualify as a Chartered Accountant with Ernst and Young working in both audit and corporate finance. Daphne left E&Y to join the senior leadership team of Exel plc (now DHL) primarily focussed on Continental Europe operations. Then she raised funding from the private equity market for an MBO of a technology company where she stayed for 7 years as Finance Director.
Recently Daphne has gained significant experience of NHS finance having worked in senior roles at Milton Keynes University Hospital and South Central Ambulance Services over the last 12 years prior to joining BLMK in September 2019 where she has led the financial aspects of the Long Term Plan for the Integrated Care System (ICS).
Nicola Kay, BLMK ICS Programme Director
Nicola Kay is the BLMK ICS Programme Director and works with partners across the ICS to deliver better outcomes for the local population. Prior to this she worked for NHS England and NHS Improvement, leading their work on scaling up and mainstreaming personalised care as business as usual across the health and care system. This included the NHS’s Long Term Plan commitments to personalised care and the development and publication of Universal Personalised Care: Implementing the Comprehensive Model, and leading work to fully embed the voice of people with lived experience of care. Prior to joining NHS England in 2016, Nicola worked for 10 years as a Civil Servant in a range of central government policy, strategy and finance roles, including leading on health and social care spending at HM Treasury. She is a fully qualified Management Accountant.
Mark Thomas, Chief Information Officer
Mark has over 20 years’ experience as a senior leader in both a social and healthcare setting bringing a wealth of knowledge and success in delivering integrated services that join services using data and analytics to support transformational change to improve outcomes and has the drive to see the right outcomes for the residents across our health economy.
